UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a new survey of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling public land and open spaces to support their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and using savings to weather growing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Local Levy Rises and Broader Financial Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both better provisions and cost efficiency,” said a council leader.

He added: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Projections

A survey of county councils this week further found council budgets being strained by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (IMD) covering UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” noted the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties facing municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and need,” said a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the study revealed.
